Included bags make China Airlines practical, but price drops are hard to recover

Axel considers China Airlines a sensible value choice when the fare is competitive and included baggage matters. Discount includes a cabin bag and a checked bag on U.S. long-haul routes, and September 2026 cancellations were very low. The trade-off is weak price-drop recovery, complaints above the foreign-airline median and a loyalty program weakened by expiry and award changes.

  • Best
  • Discount includes a 7 kg cabin bag and a 23 kg checked bag on U.S. long-haul routes.
  • Only 0.06% of flights were cancelled in OAG's September 2026 figures.
  • No refund or compensation findings were recorded in 5 years.
  • Worst
  • Online changes do not return a lower fare difference.
  • DOT complaints reached 16.32 per 100,000 passengers in April and May 2026, above the foreign-airline median.
  • Dynasty Flyer miles expire after 36 months.

If the fare drops after you book, can you get money back?

PartlyRepriceability 3.7/10

Partly, by refunding an eligible ticket and rebooking, not through an online change. Online changes forfeit any lower fare difference. Discount, Basic and Standard carry reissue charges, with no uniform U.S. dollar amount published. Flex waives reissue charges, not fare increases or refund charges. Eligible refunds return to the original payment card after deductions, subject to fare restrictions. Cancellation does not automatically create credit. Unused tickets generally last one year from issue, or from travel commencement once used, unless fare rules say otherwise. Tickets are nontransferable. Separate cancellation or price-drop credit validity and transferability are unconfirmed.

For completely unused tickets to or from the United States bought directly through the airline's website, app or ticketing offices at least one week before departure, request a refund within 24 hours of purchase for a full refund without charge. Cancelling the reservation and requesting the refund are separate actions. Outside that window, refund charges can consume the saving, and the lower fare must remain available. Axel reports fewer than 10 repricing attempts for China Airlines, with no outcomes or observation period supplied.

Fare difference on a cheaper change
Lost. The airline's voluntary online-change policy says that when the replacement itinerary is cheaper, the fare difference is not refunded under the fare rules. It does not promise residual travel credit. Standard's applicable reissue charge still applies. Airline-caused rerouting has separate conditions and should not be treated as a voluntary repricing.
Same flight, lower price
No explicit fee-free refund or credit policy for a price drop on the exact booked flight was confirmed. Online changes do not return a lower fare difference. Refunding an eligible ticket and buying again is a possible alternative inferred from the refund rules, not a documented price-drop benefit; refund charges can consume the saving. Qualifying U.S. bookings have the separate 24-hour refund window.
Credits (Unused ticket value; no standard cancellation-credit product confirmed)
Unused tickets generally remain valid for one year from issue, or from commencement once travel begins, unless the ticket or fare rules provide otherwise; this is not a newly issued credit period. Transferability finding: Article 3.1.4 of the airline's General Conditions says tickets are nontransferable. Its payment FAQ separately says cash coupons are transferable but cannot be resold. Neither official page displays a publication or last-updated date; both were rechecked on October 26, 2026. Neither establishes transfer rules for a separate voluntary-cancellation or price-drop credit, so that credit's transferability remains unknown rather than no.
24-hour rule
For travel to or from the United States, a completely unused ticket qualifies for a full refund without charge when the refund request is submitted within 24 hours of purchase and booking occurred at least one week before scheduled departure. The detailed refund policy covers purchases through China Airlines' website, app or ticketing offices, not third-party agencies. Cancelling the reservation and requesting the ticket refund are separate actions.
Same-day change
No separate U.S.-route same-day confirmed-change or standby program, eligibility rule or flat fee was confirmed. Ordinary changes remain subject to the purchased fare: Standard carries a reissue charge, while Flex waives that charge but not an applicable fare increase. Cancel or change before departure to avoid applicable no-show charges.
Schedule changes
For U.S. international itineraries, DOT requires a refund if the airline cancels or makes a qualifying significant change and the traveler declines travel and alternatives. Qualifying changes include departure at least six hours earlier, arrival at least six hours later, changed origin or destination airports, additional connections, a cabin downgrade, and specified accessibility-related changes. Credit cannot be imposed instead of an owed refund. China Airlines' conditions provide rebooking, rerouting or involuntary refunds. Its natural-disaster guidelines cover cancellation, schedule changes exceeding two hours or inadequate connections, with possible refund-fee waivers or one qualifying change within 14 days before or after the affected flight. The October 21, 2026 Typhoon CHAMPI notice uses the same two-hour provision; it is not a universal schedule-change threshold.

Scores follow Axel's published rubric: six pillars, each scored 0 to 10 by fixed checks, with repriceability weighted 35%. Facts were checked October 26, 2026. No data for 2 checks (Same-day change, Children seated with a parent), each scored at the median of all rated airlines.

Refunds and disruptions

On qualifying U.S. itineraries, DOT requires a refund after cancellation or a significant change if you decline travel and alternatives, not a compulsory voucher. EU261 and UK261 cover departures from their respective jurisdictions, not ordinary arrivals from Taiwan. Canada APPR covers eligible Canadian travel. China Airlines offers rebooking, rerouting or involuntary refunds, with conditional meals, hotels and communications, not guaranteed hotel coverage.

Its U.S. commitment says credit-card refund requests are submitted within seven business days. Its 20-business-day cash/check pledge differs from DOT's controlling 20-calendar-day deadline for covered non-card refunds. No refund or compensation findings were recorded in 5 years. No credible reporting established routine delays or forced vouchers during October 2024 to October 2026, but that does not prove every refund was timely. No regulator enforcement action was identified.

Reliability

China Airlines cancelled very few flights in the available monthly snapshot. OAG's September 2026 brand figures show 76.06% of arrivals on time and 0.06% of flights cancelled. Axel sees cancellation performance as a strength, but the punctuality result is less compelling. No verified China Airlines full-year 2025 or rolling 12-month figures were found, so this is not an annual record.

Fees

Discount includes a cabin bag up to 7 kg plus a personal item, and one checked bag up to 23 kg on U.S. long-haul routes. Basic, Standard and Flex include two checked bags up to 23 kg each on those routes. Excess, overweight and oversized bags cost extra, with revised dollar charges unconfirmed.

Discount charges for advance Standard-seat selection, while remaining Standard seats are free at online check-in. Free adjacent seating for every child on U.S. routes was not confirmed. No fee-display findings were recorded in 5 years, so Axel sees strong fee transparency, but optional seats and excess baggage can increase the first price shown.

Complaints

China Airlines drew 16.32 DOT complaints per 100,000 passengers on flights to and from the United States in April and May 2026, above the foreign-airline median of 14.73. Refund complaints were 4.39 per 100,000 passengers, matching the foreign-airline refund-complaint median. DOT did not report China Airlines bag or wheelchair mishandling figures for April, May, July and August 2026, or bumping figures for April to June 2026. Those omissions do not mean there were no incidents.

Loyalty program

Dynasty Flyer has weak long-term value. Miles expire after 36 months. Since September 16, 2026, awards use three availability-based levels. Return business awards between Asia and North America reach 200,000 miles, or 210,000 for New York, versus the former fixed 160,000. Some economy awards became cheaper. A charge on qualifying international rewards began July 9, 2026, with Hong Kong-origin itineraries exempt. China Southern mileage earning and redemption were also suspended.

Choose China Airlines if

  • Travel on U.S. long-haul routes with a checked bag.
  • You value included baggage more than flexible cancellation.

Book elsewhere if

  • You want a fee-free refund or credit whenever the booked fare falls.
  • You need guaranteed free adjacent seating for children on U.S. routes.
  • You keep miles for longer than 36 months.

Tips

  • Book directly if you may need the airline to change your ticket, since airline handling of an agency-issued ticket adds a USD 60-equivalent reissue charge.
  • Compare Discount with Basic if you need two checked bags on a U.S. long-haul route, since Basic includes both.
  • Wait until online check-in for free remaining Standard seats if seat location is not important, with U.S.-bound check-in opening 24 hours before departure.

Questions travelers ask

Does China Airlines charge change fees?

Yes. Discount, Basic and Standard carry reissue service charges, and the public comparison does not publish a uniform U.S.-route dollar amount. Flex waives that charge, but any fare increase remains payable. If China Airlines handles a change to an agency-issued ticket, an additional USD 60-equivalent charge applies. Flex still carries a refund service charge for voluntary cancellation.

Can I get money back if the fare drops after booking?

Partly, through an eligible refund and a new booking, rather than an online price adjustment. Online changes do not return a lower fare difference or promise residual credit. Refund charges and fare restrictions can erase the saving. Qualifying direct U.S. bookings have a separate 24-hour refund window, provided purchase was at least one week before departure.

How long do China Airlines credits last?

No standard cancellation-credit product was confirmed. Unused tickets generally remain valid for one year from issue, or from commencement once travel begins, unless their rules say otherwise. That is ticket validity, not a fresh credit period. Tickets remain tied to the named passenger. Separate cancellation-credit expiry and transferability are unconfirmed, and transferable cash-coupon rules do not establish a right to receive such a coupon.

What do I get if China Airlines cancels my flight?

For a qualifying U.S. itinerary, you are owed a refund if you decline travel and alternatives. China Airlines also provides for rebooking or rerouting. Its meals, communications and necessary hotel commitments depend on circumstances, so a hotel is not guaranteed. EU261, UK261 or Canada APPR may apply according to the itinerary. A firm commitment to rebook on another airline was not confirmed.

How much do carry-on and checked bags cost?

Within the allowance, both are included in Discount on U.S. long-haul routes. You get a cabin bag up to 7 kg, measuring up to 56 × 36 × 23 cm, plus a personal item and a checked bag up to 23 kg. Basic, Standard and Flex include two checked bags on those routes. Excess, overweight and oversized bags cost extra, but revised U.S. dollar amounts were not confirmed.

Neither official page displays a publication or last-updated date; both were rechecked on October 26, 2026. Neither establishes transfer rules for a separate voluntary-cancellation or price-drop credit, so that credit's transferability remains unknown rather than no.)
  • Cancel the standard fare: 4.0/10 (Refund service charge applies, subject to the purchased fare's refund restrictions. Cancellation does not automatically create travel credit.)
  • Risk-free window: 7.0/10 (For travel to or from the United States, a completely unused ticket qualifies for a full refund without charge when the refund request is submitted within 24 hours of purchase and booking occurred at least one week before scheduled departure. The detailed refund policy covers purchases through China Airlines' website, app or ticketing offices, not third-party agencies. Cancelling the reservation and requesting the ticket refund are separate actions.)
  • Same-day change: no data, median 7.0/10 used (No separate U.S.-route same-day confirmed-change or standby program, eligibility rule or flat fee was confirmed. Ordinary changes remain subject to the purchased fare: Standard carries a reissue charge, while Flex waives that charge but not an applicable fare increase. Cancel or change before departure to avoid applicable no-show charges.)

  • Commitments when the airline causes the problem: 6.0/10 (Covered by: US_DOT_refund_rule, EU261, UK261, Canada_APPR; US DOT refund protections cover qualifying US itineraries. EU261 and UK261 cover CI-operated departures from the applicable European jurisdictions and the UK, respectively, not ordinary inbound flights from Taiwan solely because they arrive there. Canada APPR applies to covered Canadian travel. Beyond statutory requirements, CI's US plan describes conditional efforts to rearrange travel promptly and provide communications, refreshments, meals and necessary hotels after cancellations or missed connections. These are circumstance-dependent commitments, not an unconditional hotel guarantee. No general voluntary cash-compensation guarantee or firm promise to rebook on another airline was confirmed.)

This reduces value at higher levels, although some economy awards became cheaper. The dated notice and current chart supersede the previous fixed-chart rules.)
