Strong April punctuality, but poor protection when your fare drops

Axel sees Cebu Pacific as a practical choice for travelers watching their spending who have firm plans, especially when the included cabin allowance avoids extras. Its April 2026 punctuality was strong, but paid changes, no ordinary cancellation credit and no published price-drop refund make it a poor choice if flexibility matters. GO Basic also leaves checked bags and seat selection outside the fare.

  • Best
  • Cirium reported 84.98% on-time arrivals systemwide in April 2026.
  • 5J flights departing from September 15, 2026 include a combined 10kg cabin allowance.
  • Airline cancellations allow refunds to the original payment method rather than compulsory Travel Fund.
  • Worst
  • Ordinary rebooking cannot recover savings from a lower fare.
  • GO Basic and GO Easy prohibit voluntary cancellation without previously purchased Flexi protection.
  • GO Basic has no published universal guarantee of free seating beside a parent.

If the fare drops after you book, can you get money back?

RarelyRepriceability 3.0/10

Rarely. GO Basic and GO Easy allow only same-or-higher-fare rebooking, so ordinary changes cannot recover a price drop as cash or credit. Both charge a booking- and route-dependent change fee, shown in the Booking Summary, plus any fare increase. No current USD amount is confirmed. Neither permits voluntary cancellation without previously purchased Flexi. Existing Flexi protection may allow cancellation to Travel Fund and a separate cheaper purchase, but excludes Flexi’s cost from credit. Flexi is unavailable for new digital purchases.

Travel Fund is non-expiring and cannot be cashed out. As of October 26, 2026, it can pay for friends or family without the owner traveling. From November 10, 2026, the owner must travel on the funded booking, including when using existing balances. There is no general 24-hour free-cancellation window for the non-US itineraries covered here. Paying in USD from the US does not create that right. Axel has no confirmed savings result or observation period to report.

Fare difference on a cheaper change
Lost. No lower-fare value can be recovered through an ordinary change: Cebu Pacific permits rebooking only to an available flight with the same or a higher fare. Lower-priced replacements are not permitted, rather than generating residual cash or credit.
Same flight, lower price
No published same-flight price-drop refund or credit facility was found. This conclusion follows from the same-or-higher-fare rebooking restriction and GO Basic/GO Easy cancellation prohibition. For an existing booking with Flexi protection, cancellation to Travel Fund and a separate new purchase may preserve savings, but the Flexi cost is excluded from credit; Flexi is currently unavailable for new digital purchases.
Credits (Travel Fund)
Non-expiring under the current help-center policy; there is no finite validity period. Transferable: yes.
24-hour rule
No general 24-hour free-cancellation window is provided in the published rules for the non-US itineraries covered here. The airline's 24-hour name-correction provision is not a refund right. The US DOT 24-hour cancellation-or-hold requirement does not apply merely because a traveler in the US pays in USD for a flight entirely outside the US.
Same-day change
Same-day travel changes fall under ordinary paid rebooking, subject to availability and applicable fare increases. Rebooking remains possible after check-in but must be completed at least two hours before the original departure.
Schedule changes
The current passenger-rights and disruption tables provide no special options for a schedule change under one hour. A change of at least one hour permits free rebooking within 30 days before or after the original schedule, or conversion to Travel Fund, but does not by itself qualify for a cash refund under those tables. Airline cancellation permits refund to the original payment method, re-accommodation, free rebooking, or Travel Fund. For a pre-boarding delay of at least four hours, the current passenger-rights page says a traveler who declines to board may treat the flight as canceled and choose refund, rebooking, or Travel Fund. Refunds include fare, taxes and unused ancillary services, but exclude previously incurred flight fees such as hold, cancellation and change fees. These current customer-facing tables are used instead of older, broader descriptions of disruption options.

Refunds and disruptions

The Philippine Air Passenger Bill of Rights is the main baseline, with applicable international carriage conventions covering proven losses. Airline cancellation allows a refund to the original payment method, re-accommodation, free rebooking or Travel Fund. A pre-boarding delay of at least four hours lets travelers who decline boarding choose cancellation remedies.

Written commitments include refreshments after two hours and free rebooking within 30 days before or after the original date. Cebu Pacific says it processes refunds within 15 days, but crediting can take up to two billing cycles. No refund or compensation findings were identified in five years. No routine cash-refund withholding or compulsory-voucher pattern was established for October 2024 to October 2026, which does not establish that every refund was prompt.

Reliability

Cebu Pacific recorded 84.98% on-time arrivals systemwide from April 1 to April 30, 2026, according to Cirium’s April 2026 report as reported by Philippine News Agency. Axel considers that a strong monthly result. It is the latest airline-specific figure verified here, not confirmed as the latest published month. No cancellation rate, full-year figures or rolling annual figures were confirmed.

Fees

GO Basic includes an overhead bag and a personal item. Combined weight is 10kg on 5J departures from September 15, 2026, but 7kg on DG. It excludes checked bags and charges for seat selection. A 20kg checked bag costs PHP 1,000 domestic, PHP 2,000 international short-haul or PHP 3,000 international long-haul online. Airport or gate prices are PHP 2,500, PHP 3,500 and PHP 6,000 respectively.

GO Easy includes a 20kg bag and Standard seat selection. GO Basic assigns random seats without Seat Selector, with no universal free parent-child seating guarantee. No fee-display findings were identified in five years, but whether the first displayed price includes every mandatory charge was not confirmed.

Complaints

A complaint rate could not be measured because Cebu Pacific had too few US passengers. The U.S. DOT reports for April, May, July and August 2026 do not report its mishandled bags or wheelchairs and scooters. Bumping figures are also not reported in the April to June 2026 DOT material. These gaps do not establish an absence of complaints or handling problems.

Loyalty program

Go Rewards points are forfeited after one year without earning or redemption, and accounts generally close after three years of inactivity. Redemptions require at least 50 points and can combine points with another payment method. Transactions paid wholly or partly with points earn no additional points. No devaluations were identified in 24 months. Award pricing was not confirmed.

Choose Cebu Pacific if

  • Travel with cabin bags and firm dates.
  • Choose GO Easy when you need a 20kg bag and Standard seat selection.

Book elsewhere if

  • You want cash or credit when your booked fare drops.
  • You need flexible cancellation.
  • You need a published guarantee of free family seating.

Tips

  • Buy checked baggage online at least two hours before departure, since published airport and gate prices are higher.
  • Compare GO Easy with GO Basic plus extras before paying, because bundles cannot be switched after booking.
  • Check whether each flight is 5J or DG, since the 10kg cabin allowance applies to 5J departures from September 15, 2026, while DG remains at 7kg.

Questions travelers ask

Does Cebu Pacific charge change fees?

Yes. GO Basic and GO Easy charge a booking- and route-dependent change fee, plus any applicable fare increase. The fee appears in the rebooking Booking Summary, and no current USD amount is confirmed. Rebooking must be completed at least two hours before the original departure, even after check-in. Destinations and flight sequence cannot be changed.

Can I get money back if the fare drops after booking?

Normally, no. Cebu Pacific publishes no same-flight price-drop refund or credit facility, and ordinary rebooking permits only the same or a higher fare. Previously purchased Flexi protection may allow cancellation to Travel Fund followed by a separate cheaper booking, but Flexi’s own cost is excluded from the credit. Flexi is currently unavailable for new digital purchases.

How long does Cebu Pacific Travel Fund last?

Travel Fund does not expire under the current policy. It pays for flights and add-ons but cannot be cashed out. As of October 26, 2026, owners can fund travel for friends or family without traveling themselves. From November 10, 2026, the owner must be a passenger on the funded booking, including when spending existing balances.

What do I get if Cebu Pacific cancels my flight?

You can choose a refund to the original payment method, re-accommodation, free rebooking or Travel Fund. Refunds include the fare, taxes and unused ancillary services, but exclude previously incurred flight fees such as change fees. Cebu Pacific says processing takes 15 days, while crediting can take up to two billing cycles. Free rebooking is offered within 30 days before or after the original date.

How much do carry-on and checked bags cost?

Cabin bags are included, but GO Basic checked bags cost extra. On 5J departures from September 15, 2026, the overhead bag and personal item share a 10kg allowance. DG keeps 7kg. Online, a 20kg checked bag costs PHP 1,000 domestic, PHP 2,000 international short-haul or PHP 3,000 international long-haul. Airport and gate charges are higher. GO Easy includes a 20kg checked bag, while bags outside the cabin allowance can attract checking or gate charges.

Transactions paid wholly or partly with points do not earn additional points.)
