Empire Lisbon is a straightforward, modern 3-star in Arroios, and we'd pick it for a city break where clean rooms and easy transport matter more than hotel extras. Recent Expedia guests repeatedly praise the comfortable beds, good showers and helpful reception staff; Tripadvisor broadly backs that picture. Arroios metro is practically outside, with neighborhood restaurants and shops nearby. It's good value if you're happy taking the metro to the historic center rather than staying in it.
The main compromise is quiet: guests on Tripadvisor and Trip.com report street noise or rumbling from the metro beneath the building. Breakfast earns plenty of praise, but repeated complaints about limited choice, crowding and slow replenishment suggest uneven execution. There is no hotel parking, pool or gym. We'd skip it if you're a particularly light sleeper or want a leisurely, full-service hotel stay.
