Herbert Samuel Opera is an upscale 4-star city hotel across from Jerusalem Beach, and we'd choose it for the location rather than a resort-style stay. The promenade, cafés and Carmel Market are easy to reach on foot. Booking.com and Expedia guests repeatedly praise comfortable, clean rooms and helpful staff, with breakfast another frequent plus. A sea-view room makes the most of the setting.
The details need checking: Superior rooms face the indoor lobby through fixed windows, not the sea. Recent Expedia and Tripadvisor guests describe the pool as small and shallow, with limited loungers and busy weekends. The hotel also says its spa is temporarily closed. Service earns plenty of praise, but several recent Tripadvisor guests report poor problem handling. There's no hotel parking.
