Included bags and strong punctuality outweigh limited price-drop refunds and expiring miles

Axel rates STARLUX Airlines a good value for travelers who want included baggage and dependable operations, not easy refunds when fares fall. Even LIMITED includes a checked bag, and September 2026 punctuality was strong. Price drops require careful cancellation arithmetic, while COSMILE's fixed mileage expiry and recent award charges weaken the case for loyalty.

  • Best
  • LIMITED includes a carry-on up to 7 kg and a checked bag up to 23 kg.
  • September 2026 arrivals were 83.13% on time, with 0.04% of flights canceled.
  • Eligible disruptions qualify for a fee-free refund or one fee-free rebooking.
  • Worst
  • LIMITED and SAVING charge reissue fees whose current U.S. amounts are unconfirmed.
  • BASIC does not return the fare difference when a replacement fare is cheaper.
  • COSMILE flight-earned miles expire 36 months after the flight month's end.

If the fare drops after you book, can you get money back?

PartlyRepriceability 5.3/10

Partly, canceling and buying again may save money, but STARLUX does not promise a price-drop refund. LIMITED, SAVING and BASIC charge reissue fees, with current U.S. amounts unconfirmed. FULL has no reissue fee, although fare increases remain payable. BASIC returns no fare difference or residual credit when a replacement fare is lower. Voluntary refunds return to the original payment method after a refund fee, whose amount is unconfirmed, and the generally nonrefundable $33 booking service charge.

No ordinary price-drop credit was confirmed. A separate voucher for qualifying serious-communicable-disease cases on U.S. flights is transferable and valid for five years, not a routine cancellation credit. Direct U.S.-flight bookings made at least seven days before departure qualify for full refunds, including the service charge, when canceled within 24 hours of reservation. Axel reports a small sample of repricing attempts, but no observation period or quantified savings is provided.

Fare difference on a cheaper change
Lost. On BASIC, a lower replacement fare produces no fare-difference refund or published residual credit. Reduced unused taxes and surcharges return to the original payment method, excluding the booking service charge. Mixed-fare itineraries follow the most restrictive rules.
Same flight, lower price
This classification is an inference, not an express price-drop guarantee: STARLUX says cancellation and a new purchase may cost less than modification, while lower replacement fares produce no fare refund. Refund penalties and the generally nonrefundable USD 33 booking service charge can erase savings. The current official policy's USD 33 supersedes older amounts; the increase took effect October 7, 2026. Eligible website/app bookings use Online Refund; other eligible requests use Refund Application. Qualifying 24-hour cancellations avoid penalties.
Credits (Travel voucher — qualifying serious-communicable-disease cases)
STARLUX's Customer Service Plan expressly offers a transferable travel voucher valid for five years, equivalent to 60 months, upon request instead of a refund in qualifying serious-communicable-disease cases. Accordingly, this named voucher has 60-month validity and is transferable, not partially transferable. The page shows no publication or last-updated date; it was rechecked on October 26, 2026. Transferable: yes.
24-hour rule
Direct website/app, customer-service-center and airport-counter purchases for flights to or from the United States qualify for a full refund when canceled within 24 hours of reservation and purchased at least seven days, or 168 hours, before departure. The booking service charge is also refunded. Submit eligible fee-waiver requests through Refund Application.
Same-day change
No separate same-day confirmed-change or standby program was confirmed. Ordinary online changes are available for eligible wholly unused website/app tickets operated entirely by STARLUX and must be completed at least one hour before the original departure. Cancel online check-in first. Purchased fare rules and any applicable fees still apply; this is not a same-day fee waiver.
Schedule changes
For U.S. international itineraries, DOT refund rights apply when departure moves at least six hours earlier or arrival at least six hours later and the traveler declines travel, alternatives and credits. Cancellations, changed origin/destination airports, additional connections and involuntary cabin downgrades also qualify; specified accessibility-related changes qualify for travelers with disabilities. STARLUX offers eligible disruption refunds without refund fees, or one fee-free rebooking in the same route and booking class within ticket validity and 14 days before or after the original departure. A more generous airline-specific numerical threshold was not confirmed.

Refunds and disruptions

U.S. DOT protections cover U.S. flights. EU261 covers departures from Prague, not arrivals from Taiwan. Thailand departures have CAAT Regulation 101 protection. Eligible disruptions qualify for a fee-free refund or one fee-free rebooking on the same route and booking class within 14 days either side of the original date. Rerouting on another carrier is also provided. A universal hotel guarantee is unconfirmed.

STARLUX publishes U.S. refund deadlines of seven business days for cards and 20 calendar days for cash/check. No refund or compensation findings were identified in five years. Separately, Taiwan's Civil Aviation Administration fined STARLUX NT$600,000 over approach-procedure failures, reported February 10, 2026, with the exact decision date unconfirmed. It issued a duty-limit warning on June 23, 2023, with no monetary penalty recorded.

Regulator actions since October 2021

  • February 2026, Taiwan Civil Aviation Administration: Reported February 10, 2026; the exact decision date was not established. The CAA fined STARLUX NT$600,000 following the March 3, 2025 JX789 approach and go-around at Clark, where procedural failures triggered a ground-proximity warning before a safe landing. Separate pilot fines are not included in the airline's penalty. A decision-date USD conversion was not verified. Source
  • June 2023, Taiwan Civil Aviation Administration: The CAA issued STARLUX a warning and required immediate corrective action over flight-duty-period violations involving crews on JX0802/JX0803. The airline's sustainability report records the finding and says it strengthened duty-limit training and disruption-handling procedures. No monetary penalty against the airline was recorded for this finding. Source

Reliability

OAG's September 2026 monthly ranking reports 83.13% of STARLUX flights arriving on time and 0.04% canceled, covering September 1 to September 30. That is a strong monthly record, particularly for cancellations. No STARLUX-specific full-year 2025 or rolling annual figures were verified, so Axel does not treat this month as proof of year-round performance.

Fees

LIMITED includes a 7 kg carry-on, a personal item and a 23 kg checked bag. LIMITED and SAVING charge for advance seat selection, with amounts unconfirmed. Standard and Forward seats become free from 48 to three hours before departure, while Extra Legroom remains chargeable. A free adjacent-seat guarantee for families was not confirmed.

The generally nonrefundable booking service charge is $33. No fee-display findings were identified in five years, but inclusion of every mandatory charge in the first displayed price was not confirmed. Extra-bag prices are unconfirmed, though eligible online purchases at least three hours before departure receive a 20% discount.

Complaints

DOT data for flights to and from the U.S. shows 8.65 complaints per 100,000 passengers in April and May 2026, below the 14.73 median for airlines based abroad. Refund complaints were 1.57 per 100,000 passengers, against a 4.39 median. DOT did not report STARLUX bag or wheelchair mishandling figures for April, May, July and August 2026, or bumping figures for April to June 2026.

Loyalty program

COSMILE uses a published award chart, but flight-earned miles expire 36 months after the flight month's end. Activity does not reset that deadline. Award tickets issued or reissued from July 1, 2026 attract a booking service charge, with qualifying Hong Kong-origin exceptions. That charge rose to $33 on October 7, 2026. From October 1, 2026, first-class awards between Asia and America/Europe rose from 120,000 to 130,000 miles one-way. Axel sees weak value in stockpiling miles.

Choose STARLUX Airlines if

  • You want a checked bag included even with LIMITED.
  • Value the strong September 2026 punctuality record.
  • You can commit to your dates without relying on price-drop refunds.

Book elsewhere if

  • You expect lower fares to generate an automatic refund or credit.
  • You want fee-free changes without paying for FULL.
  • You need miles whose expiry can be extended through account activity.

Tips

  • Compare LIMITED with SAVING on U.S. long-haul routes if you need another checked bag, since SAVING includes two.
  • Choose free Standard or Forward seats from 48 to three hours before departure instead of paying for advance selection on LIMITED or SAVING.
  • Buy eligible additional baggage online at least three hours before departure for the published 20% discount.

Questions travelers ask

Does STARLUX charge change fees?

Yes, LIMITED, SAVING and BASIC charge a fee for each reissue, but current U.S.-route dollar amounts were not confirmed. FULL has no reissue fee, although increases in fare, tax and surcharge remain payable. Voluntary cancellation is separate, and even FULL carries a refund fee. A separate same-day fee waiver or standby program was not confirmed.

Can you get money back if the STARLUX fare drops after booking?

Potentially through cancellation and a new purchase, not a guaranteed price-drop adjustment. BASIC does not return a lower replacement fare's difference as cash or residual credit. A voluntary refund returns eligible value to the original payment method after applicable deductions. Compare the new fare with the refund penalty and generally nonrefundable $33 booking service charge before proceeding.

How long do STARLUX travel credits last?

The confirmed special travel voucher lasts five years and is transferable, but it applies to qualifying serious-communicable-disease cases on U.S. flights. It is offered on request instead of a refund, subject to documentation and eligibility conditions. This is not an ordinary cancellation or price-drop credit, and voucher redemption fees and detailed limits were not confirmed.

What do you get when STARLUX cancels your flight?

You can claim a fee-free refund for an eligible cancellation if you decline alternative travel. On U.S. international itineraries, qualifying changes also include departure at least six hours earlier or arrival at least six hours later. STARLUX also offers one fee-free rebooking on the same route and booking class within 14 days either side of the original date, or rerouting under its carriage conditions.

How much do carry-on and checked bags cost on STARLUX?

LIMITED includes a carry-on up to 7 kg, a personal item and a checked bag up to 23 kg, so those allowances cost no extra. SAVING includes two 23 kg checked bags on U.S. long-haul routes, but only one on short-haul routes, including Guam. Current extra-bag prices were not confirmed. Eligible online extra-baggage purchases at least three hours before departure receive a 20% discount.

  • Commitments when the airline causes the problem: 7.0/10 (Covered by: US_DOT_refund_rule, EU261, Other_national; For eligible disruptions, the U.S. plan offers a fee-free refund or one fee-free rebooking in the same route and booking class within 14 days either side of the original date. Article 10.2 of the carriage conditions also provides rerouting using another carrier without additional fare. The service plan mentions refreshments, meals and hotels under internal procedures, but a universal delay threshold or hotel guarantee was not verified. No standing extra-statutory cash-delay payment was verified. U.S. refund protections apply to U.S. flights; EU261 applies to STARLUX departures from Prague, not its Taiwan-to-Prague flights merely because they arrive in the EU. Its Thailand-departure plan expressly recognizes CAAT Regulation 101 compensation and assistance.)

  • Miles expiry: 2.0/10 (Flight-earned award miles expire 36 months after the end of the month in which the flight was taken. This is a fixed expiration rule, not an inactivity-based renewal rule. Because the airline's current policy also applies that charge to award tickets, this increased the cash component of affected redemptions.)
