CRU is a 15-room, four-star boutique hotel in a medieval merchant’s house, and we’d shortlist it for exploring Tallinn on foot. Its appeal is character rather than polished luxury: individual rooms, winding corridors and an unusually central Old Town setting. Tripadvisor and Hotels.com guests repeatedly praise comfortable, clean rooms and helpful staff; the downstairs restaurant earns enthusiastic mentions too.
