Hotel Telegraaf is a historic 5-star boutique hotel that makes a strong case for staying inside Tallinn’s Old Town. Its former telegraph-office setting brings character, while Town Hall Square is practically outside the door. Recent Expedia and Tripadvisor guests repeatedly praise comfortable beds, clean rooms and helpful staff; Booking.com’s strong cleanliness and comfort scores reinforce that picture.
